What is Open Enrollment?

Open Enrollment affords parents/guardians the opportunity to request a school other than their neighborhood school or current school of attendance. Open Enrollment is the most common avenue to transferring students. To read the entire Administrative Regulation 5116.1 regarding all in-district transfers, click HERE.

Fairfield-Suisun Unified School District’s Open Enrollment application window for the 2025-26 school year lottery begins at 8:00 a.m. on Monday, February 3rd, and closes at 4:00 p.m. on Friday, February 28th. All applications submitted within the window are entered into a random lottery selection. The lottery takes place early March and determines the ranking order waiting list for applicants.  All open enrollment placements will be finalized between the tenth and the fifteenth day of instruction of the 2025-2026 school year.  After the fifteenth day of instruction during the 2025-26 school year, no open enrollment transfers will be considered until the next school year.

All Open Enrollment applications must be submitted electronically through a link at the bottom of this web page. Computers are accessible for families at the Sullivan Student and Family Services Department, 2195 Union Ave., from 8:00 a.m. – 4:00 p.m., Monday through Friday. Student and Family Services staff are available to assist families during this time.

What Happens After Submitting an Open Enrollment Application?

Submitting an Open Enrollment application does not guarantee placement at the requested school. Transfers are granted only if space is available in the requested grade at the requested school.

All applications are placed on a pending status, and students are offered transfers as openings become available. Transfers are granted on an individual basis by school and grade level—not by family.

While on the waiting list, your student must remain enrolled and attend their assigned school. If space becomes available, Student and Family Services (SFS) will contact you by the 15th day of instruction of the 2025-26 school year.

  • Do not withdraw your student from their current school unless you receive official confirmation from SFS.

  • If your transfer is granted, you will be notified via email.

  • If you cannot be reached by email, SFS will attempt to contact you by phone using the number provided in your application.

  • You must respond within two (2) school days to confirm your transfer. If you do not respond, the transfer offer will be given to the next applicant on the list.

Waiting List & Future Applications

Applications that are not granted remain on the waiting list until Open Enrollment closes. If a transfer is not approved by the 15th day of instruction, the application does not roll over to the next school year. A new application must be submitted during the next Open Enrollment period.

If Your Student is Approved for a Transfer

If your student is granted an Open Enrollment transfer, their new school will become their "resident" school through the highest grade level offered at that school.

Per Administrative Regulation (AR) 6181, students accepted into an FSUSD alternative school or program of choice must remain in that program until the end of the academic year.

  • Students enrolled in special programs such as Dual Immersion (DI), International Baccalaureate (IB), Matt Garcia Career and College Academy (MGCCA), Early College High School, Virtual Academy of FSUSD, and the Public Safety Academy (PSA) cannot transfer through Open Enrollment while under a contract to stay in the program.

  • If a student opts out of their special program at the end of the school year, they will return to their school of residence for the next academic year. At that point, they may submit a new Open Enrollment application if they wish to transfer.

  • Transportation and childcare remain the responsibility of the parent/guardian.
